1、新形势下践行党的群众路线对党建工作科学化提出的新要求

　　(一)有效解决新形势下群众对机关作风建设的期待问题

　　首先是期待解决机关党员干部的“四风”问题。当前最为突出的问题就是干部脱离群众，与基层联系不够、不畅通，存在严重的官僚主义、奢靡之风、享乐主义、铺张浪费等作风问题。其次是期待加强对机关党员干部的管理监督力度。针对门难进、脸难看、事难办的“三难”、“面子工程”等问题，社会群众和党员干部普遍认为应加强社会公众监督和新闻媒体监督是最有效的监督主体。再者是党政机关干部存在的“庸懒散浮”问题。审批事项过多，办事程序繁琐、环节过多、周期过长，行政效能低下，不作为、乱作为、庸作为，拖延扯皮、消极懈怠等一系系列机关“怪相”和问题突显。特别是对群众的合理诉求置之不理，对群众反映强烈、关系群众切身利益的现实问题等不能及时有效解决，影响社会稳定，严重损害党政机关的威信和人民群众的信任。

3、践行党的群众路线中存在的干群问题

　　(一)改革进程中的不合理现象损害了群众的利益

　　为能够加快改革开放的进程，全国上下各大城市都正在如火如荼开展城市化和城镇化建设。存在购买土地进行招商引资、城市拆迁等一些开发本土有力资源的活动，而在这些活动中却不同程度的出现了损害群众利益的现象，如：部分地方发生的城市拆迁安置、农村征地补偿等没有补偿到位，损害了群众的切身利益，当地政府对群众照顾不够，对于群众的诉求也没有及时处理，甚至冷漠对待，从而引发了大面积群众利益纠纷。实际上这都是由于当地机关干部没有去全面考虑问题，采取的部分政策和制度不合理，结果不仅损害了人民群众的利益，而且还削弱了党在群众心目中的地位和威信，造成干群关系紧张、矛盾重重的局面。

　　(二)社会发展中的不公正待遇引发群众心理失衡

4、践行党的群众路线是加强党政机关党建工作的根本要求
